DTC bus breakdown: cost to tax payers

Delhi Traffic Police recorded 4896 traffic jams in 2016. Of the 1204 recorded jams due to vehicle breakdown in the middle of the road, most and toughest ones were caused by the breakdown of the DTC buses, as per data provided by Delhi Traffic police. In addition to commuters frustration and economic loss due to lost time, jams cause significant burden to national exchequer due to addition fuel burnt. The International Energy Agency- IEA, expects India’s oil demand to rise the fastest by 6.0 million barrels per day to 9.8 mb/d in 2040. It projects that oil production will fall behind demand, pushing oil import dependence above 90% by 2040. The transport sector alone is expected to account for two-thirds of the rise in oil demand with 260 million additional passenger cars, 185 million new two- and three-wheelers and nearly 30 million new trucks and vans being added to the vehicle stock.

Introduction of GST

Introduction of the Value Added Tax (VAT) at the Central and the State level was considered to be a major step – an important breakthrough – in the sphere of indirect tax reforms in India. If the VAT is a major improvement over the pre-existing Central excise duty at the national level and the sales tax system at the State level, then the Goods and Services Tax (GST) has a proven international record of bringing in significant improvement towards a comprehensive indirect tax reforms in the country.

Deplorable roads of Delhi

Most of Delhi's roads, be it 60 feet and less or more than 60 feet wide, are in deplorable state. Uneven, potholed, dusty, dangerous shoulder drop-offs, broken roadsides and dividers, Delhi roads are always in need of resurfacing. During 2015 Delhi recorded highest number of 1,622 deaths due to road accidents. Across India an estimated 10,727 people were killed in crashes caused by potholes, speed breakers and roads that were under repair or being constructed during same period, as per data compiled by ministry of road transport. Actual deaths could be higher as there is no robust and scientific mechanism for data collection. Confusing signage is another major cause of accidents on Delhi roads. Poorly maintained roadways cause accidents in a variety of ways, mostly due to the fact that they create an enormous hazard to drivers. In many instances, a driver may attempt to avoid a certain situation, like a pothole or pooling water which could cause a serious accident.

Forget about advanced health care infrastructure, Delhi government hospitals are filthy dirty and a hotbed of infections. While the transformation of India's premier institutions AIIMS and Safdarjung hospital is evident. The state government owned hospitals lack even basic hygiene. A follow up on a complaint by a patient admitted at DDU a prominent hospital in West Delhi revealed the shocking lack of maintenance, unhygienic preparation and transportation of food for patients, filthy toilets leading to smell of piss all over hospital premise, highly inefficient processes including admitting patients and issuing medicines resulting into overcrowding and infections. A relative complained of falling sick while accompanying her sister who is seeking treatment.
